Building Zones and Building Lines: Where You Can Build
Building zones and building lines decide where on a plot you can place a building. Read them from the local plan and the Land Registry, and see how they cut volume.
A plot-ratio calculation tells you how many square metres of floor area a plot can carry. That is the right place to start — but it is only half the answer. The other half is not about quantity, it is about placement: where on the plot the building may actually stand. This is where building zones and building lines come in, and it is where many otherwise sound projects lose area they thought they had.
A plot can have ample building volume on paper and still be almost unbuildable in practice, because a road building line, a registered utility easement and a narrow building zone in the local plan together push the building into a corner. That exercise — finding the lines that really shape the project — belongs early in due diligence, not once the sketch is already drawn.
A building zone and building lines are two different things
The terms are often confused, but each does its own job.
A building zone (byggefelt) is a positively defined area on the plot — typically shown as a framed field on the local plan’s map appendix — where buildings may be placed. Everything outside the field is, as a starting point, kept clear of buildings. The building zone therefore defines the space you have to work with.
A building line (byggelinje) follows the opposite logic: a line that buildings may not cross towards a specific neighbouring condition — a road, a watercourse, a boundary, an ancient monument. The line carves off a strip that must be kept clear, and the rest of the plot is, as a starting point, free (within the other rules).
Rule of thumb: a building zone tells you where you may; a building line tells you where you may not. The real building volume lies in the intersection of the two.

You find the building zone in the local plan
Building zones are set in the local plan, and they are usually stated in both places: drawn onto the map appendix and described in the provisions. Local plans take precedence over the general building-rights rules in the building code, so if the local plan has a building zone, that is what applies — regardless of what the schematic distance requirements would otherwise allow.
When you read a building zone, pay attention to:
- The fields’ precise placement and dimensions. Is the field fixed to coordinates and dimensioned, or only indicative? A dimensioned field binds hard; an in-principle field leaves room to negotiate.
- What the field allows outside itself. Local plans often distinguish between the main building, which must sit inside the field, and minor buildings (carports, sheds, canopies) that may sit outside.
- Provisions on placement, orientation and façade lines. Some local plans set a building line inside the field that the façade must align with — that governs not only whether, but how, you place the building.
Plandata.dk (the public planning register) is the official register for adopted plans, and this is where you retrieve the applicable local plan and its appendices. Watch for whether several plan layers sit on top of one another, and whether part of the plot lies outside the local plan’s boundary — it is not uncommon, and it changes the picture. Road building lines and distance to the road
Road building lines are the line that most often takes people by surprise — because they frequently sit independently of the local plan and are set under road legislation. A road building line fixes a distance from the road that buildings must stay behind, partly to secure space for future road widening and for sightlines.
The important thing is that the distance is not a single fixed value. It depends on the road’s status and authority:
- For state roads, the road authority sets building lines that can lie a considerable distance into the plot, often measured from the centreline and with an addition for height and clearance conditions.
- For municipal roads, the municipality sets building lines that vary from road to road.
- A road building line can be registered on the property and then shows up in tingbogen (the Land Registry) — but it can also follow directly from a road provision without appearing in the Land Registry.
So: never settle the road building-line distance on the basis of a standard figure. Find the specific distance with the road authority — the municipality for municipal roads, the Danish Road Directorate for state roads — and confirm whether an addition applies for terrain or height. A strip along the road that looks narrow on the map can, in practice, eat an entire façade run.
Building lines from the Land Registry and from nature
The road is not the only source of a building line. Several types of burdens and protection lines can cut into the plot:
- Registered easements — utility easements, sightline easements, covenants on a building’s placement or height. They appear in the easement section of tingbogen (the Land Registry) on the property and are binding on any owner.
- Protection lines under nature-protection legislation — lake and watercourse protection lines, forest building lines, beach protection, ancient-monument protection. They are not registered on the individual property, but are recorded as themes at Danmarks Miljøportal (the Environmental Portal) and at the Danish Agency for Data Supply and Infrastructure.
- Boundary and distance requirements in the building code, which apply where a local plan does not say otherwise.
A registered building line or burden can, in the worst case, make a large part of the plot unbuildable — and it can sit invisible until you read through the title and easement sections of the Land Registry. How the lines cut into the real volume
Once the building zone and every building line have been found, the exercise is to lay them on top of one another and see what is left. It is that free, buildable surface — not the full parcel — that is the starting point for the project.
The procedure in practice:
- Draw the plot’s boundary from the cadastre as the outer frame.
- Lay in the building zone from the local plan; everything outside is, as a starting point, kept clear.
- Cut away the building lines — road, watercourse, boundary, protection lines — as strips that may not be built on.
- Subtract the registered burdens as the easements prescribe.
- What remains is the footprint area on which the main building can be placed.
Only here does the plot ratio make sense: the permitted floor area must fit on top of that footprint, within the permitted number of storeys and heights. If the surface is small, the building is pushed upwards — and then the height limit becomes the binding factor. It bears repeating: this is professional guidance, not a legal determination. Specific distances, rates and which lines apply on that particular property should always be verified in the relevant source — the local plan in Plandata.dk, the easements in the Land Registry, the road building line with the road authority and the protection lines with the relevant authority — or clarified directly with the municipality.
