Framework Areas: Reading the Ceiling on Building Rights
How framework areas in the municipal plan set building rights: use, plot ratio and building height, and how they constrain a future local plan.
If there is no local plan for the property you are looking at — or you want to know what a future local plan could, at best, permit — the answer lies in the framework areas of the municipal plan. The framework sets the ceiling for use, density and height, and that ceiling is not negotiable: a local plan may refine and tighten the framework, but never breach it. That makes the framework area one of the first documents you should look up before you run the numbers on a project or bid on a site.
For the professional buyer, developer or advisor, the framework is therefore a fast and surprisingly sharp screening tool. It does not tell you what you may build tomorrow — that is decided by a building permit and any local plan — but it tells you what is achievable at all within the municipality’s current planning. If your project cannot be kept within the framework, it requires a municipal plan amendment process, and that changes both the timeline and the risk profile significantly.
What is a framework area — and where do you find it
The municipal plan divides the municipality into geographic framework areas. Each area has a set of framework provisions describing the future land use and the overarching parameters that regulate building. The framework is the municipal council’s political statement of what an area may develop into — binding on the municipality’s own planning, but not directly binding on the individual landowner in the same way a local plan is.
You find the framework areas in the municipality’s digital municipal plan and in the nationwide register Plandata.dk (the national planning data register), where they are recorded with unique IDs, geometry and provisions. Look up the property’s address or cadastral parcel and you can see which framework area it falls within, and read the full framework. That is the authoritative source — the municipality’s own PDF booklets can be out of date, whereas Plandata.dk reflects the current, adopted planning basis.

The use provision: what the area may be used for
The first thing you read in a framework is the use provision. It establishes the general use — residential area, mixed residential and commercial, centre area, commercial area, recreational area and so on — and often a more specific sub-category, for example whether a residential area is detached, low-density attached, or multi-storey housing.
Use is decisive, because it steers the entire direction of the project:
- A framework area designated for detached housing does not accommodate a multi-storey building, no matter how strong the business case.
- A commercial area typically leaves no room for housing, which sets a hard limit on conversion projects.
- A centre area or mixed urban area is often the most flexible starting point for densification and a mix of functions.
Also read any notes on environmental classes, retail frameworks (maximum gross floor area for shops) and requirements for specific functions at street level. They can constrain use further than the broad heading suggests.
Plot ratio and density: the ceiling on how much
The figure most people go for is the plot ratio — the ratio between the gross floor area and the area of the site. The framework states a maximum plot ratio for the area, and this is where you roughly calculate the possible building volume.
As fixed reference points, planning typically works with indicative levels: around 30 for detached, 40 for low-density attached and up towards 60 for multi-storey housing. Many frameworks follow these levels, but not all — a framework can sit both lower (out of regard for the character of the area) and higher (in densification areas near stations and town centres). Always use the specific framework, not the rule of thumb, when you calculate.
Rule of thumb: multiply the site’s area by the framework’s plot ratio, and you have the maximum gross floor area a future project can theoretically accommodate — before deductions for common areas, parking requirements, and whatever a local plan may tighten.
Pay attention to how the gross floor area is defined. The area concepts of BBR (the Buildings & Dwellings Register) and the building code decide what counts, and how the basement, a utilised attic and ancillary buildings are handled. Building height, number of storeys and the other framework parameters
In addition to density, the framework usually sets a ceiling for building height (in metres) and the number of storeys. The two are connected, but not the same: a framework of three storeys with a height limit of 12 metres may in practice be the binding constraint if you want tall ground floors or a utilised attic.
Many frameworks also contain provisions on:
- Minimum site size on subdivision — decisive for densification and subdivision projects.
- Outdoor amenity areas and the percentage of open space — requirements for the share of unbuilt area for amenity use.
- Parking standard — the number of spaces per dwelling or per square metre of commercial floor area.
- Conservation and urban-environment considerations — which can govern placement, materials and façade expression.
Together, these parameters draw the real volume ceiling. It is rarely the plot ratio alone that binds — often it is the height, parking or amenity-area requirement that sets the actual limit on how many square metres can be realised on the site.
How the framework constrains a future local plan
The most important principle to keep in mind: a local plan may never conflict with the municipal plan’s framework. The framework is the ceiling, the local plan is the detailed implementation beneath the ceiling. A municipality can therefore adopt a local plan that permits less than the framework — a lower plot ratio, fewer storeys, a narrower use — but not more.
This has two concrete consequences you should carry into your assessment:
- The framework is your maximum expectation, not your right. That the framework permits a plot ratio of 60 does not mean you will be allowed to build to 60. The final local plan may land lower, and the municipality has broad discretion.
- If your project exceeds the framework, the framework must be changed first. This requires a municipal plan amendment with an accompanying public consultation — typically in parallel with a new local plan. It is a political and time-consuming process with no guarantee of outcome, and it belongs in both the timeline and the risk assessment.

When there is no local plan: the framework as a guide
If there is no local plan for the property, it is not the framework but the Planning Act’s general rules and the building code that decide the immediate building rights in the individual case. But the framework is still central, because it is the direction the municipality wants to steer the area in — and because the municipality can choose to issue a Section 14 prohibition and draw up a local plan if a specific building project would pre-empt the planning.
Conversely, a landowner can in some cases apply for a dispensation under Section 19 of the Planning Act from a local plan’s provisions, but that presupposes precisely a local plan and does not apply to the framework itself. The point for screening: the framework tells you what the area is on its way to being able to accommodate. If your project aligns with the framework, you are in line with the municipality’s planning. If it conflicts with the framework, you should expect a planning process before anything can be realised — regardless of what the site can otherwise physically bear. Rules, rates and the specific framework values can change over time and vary from municipality to municipality, so always verify the current framework in Plandata.dk and clarify the specific discretion with the municipality’s planning and building-permit department.

Reading a framework is not, in itself, difficult — the challenge is to do it every time, for every cadastral parcel, and to hold use, plot ratio, height and local-plan status up against one another in the same workflow.
