Plot Ratio: Why Residential and Commercial Differ

Plot ratio depends on use. The difference between residential and commercial — detached, low-density, multi-storey and commercial — and the impact on building rights.

Two plots side by side, the same size, fronting the same road — yet one may carry a four-storey point block while the other may carry three detached houses. The difference does not lie in the ground; it lies in the use. The planning status determines what the plot is designated for, and that use drags a specific plot ratio along with it. If you run residential figures on a commercial site — or the other way round — you are building your volume study on the wrong foundation.

That is why plot ratio for residential vs. commercial is not an academic nuance. It is the variable that most often decides whether a project is realistic at all on a given parcel. In what follows, we go through why the figures diverge, what indicative levels apply to the different uses, and how to find the figure that actually binds your particular site.

Use governs the figure — not the ground

The plot ratio expresses the relationship between the gross floor area and the area of the plot. But the ceiling on how high that ratio may go is set by what the plot is designated for. The Building Regulations operate with a set of indicative plot ratios tied to housing types, which apply only where a local plan or town-planning bylaw says nothing else. The familiar reference points are:

  • Detached (free-standing single-family houses): indicative 30%
  • Low-density (terraced houses, linked houses, semi-detached houses): indicative 40%
  • Multi-storey housing: indicative 60%

The spread is not arbitrary. It reflects an increasing use of the land as the housing form becomes denser — from the free-standing house on its own parcel to the multi-storey block where many dwellings share a single plot. When you move a project from detached to multi-storey, you effectively double the permitted volume on the same area. That is why the use category is the first thing you need to nail down before you do any further sums.

Rule of thumb: 30 / 40 / 60 for detached / low-density / multi-storey are good markers — but they only apply until a local plan says otherwise. Always check the plan first.

Why commercial often sits higher

Commercial and centre areas rarely follow the same standard figures as housing. Here it is far more the local plan that defines the density specifically, and the levels typically sit above the residential figures — in urban commercial and centre areas you see plot ratios of 100, 150 or more, because the aim is to concentrate functions and use the infrastructure intensively.

The explanation is straightforward: an office or logistics building has different requirements for daylight, open space and neighbour relations than a dwelling. Where residential development has to secure amenity space, outlook and distance to the boundary for the residents’ sake, a commercial building can often fill more of the plot. In return, other constraints come into play — parking standards, goods servicing, environmental class — which in practice can limit what you can actually build, even when the plot ratio in itself allows more.

The point for an investor or developer is that a conversion from commercial to residential (or vice versa) almost always changes the figure you are working with. A former commercial site with a high density does not automatically lose that envelope on a residential conversion — but the change of use typically requires a new local plan, and so the building rights are effectively put back up for negotiation.

Find the figure that actually applies to your site

The indicative percentages are the starting point, not the answer. The order of precedence is:

  1. Local plan or town-planning bylaw — takes priority. If a specific plot ratio or a maximum density is stated for your use, that is what applies.
  2. Framework areas of the municipal plan — set the overall framework for use and density in the area and bind until a local plan fills it in.
  3. The indicative figures of the Building Regulations — come into force when nothing else is laid down.

You find the plans in Plandata.dk (the national planning data portal), where you can look up the parcel and see the applicable local plan, municipal-plan framework and use provision. Pay particular attention to the fact that a local plan can set different plot ratios for different sub-areas or uses within the same plan — so reading the statement of purpose is not enough. Two further points are worth carrying along:

  • Dispensation and Section 14 prohibition. The Planning Act gives the municipality the option to grant a dispensation from a local plan’s provisions (Section 19 of the Planning Act) if it does not conflict with the plan’s principles — including the use. Conversely, the municipality can impose a prohibition (Section 14) against a project while a new local plan is being prepared. Both affect what can actually be done and should be verified with the municipality.
  • What counts towards the percentage. Even with the right percentage in place, your volume can come out wrong if you count the area incorrectly. The difference between gross floor area and footprint is decisive here — we go into it in gross floor area vs. footprint.

From use to actual building rights

Once the use and the applicable plot ratio are established, the next step is to convert them into a specific permitted gross floor area — and this is where projects often win or lose square metres. A 2,000 m² plot designated for multi-storey housing at 60% gives, on its own, 1,200 m² of gross floor area; the same plot designated for detached use at 30% gives 600 m². The same ground, twice the building rights — purely because of the use.

But the raw figure is not the whole story. Amenity-space requirements, parking standards, maximum height and number of storeys, and distance to the boundary can in practice cut into the volume the plot ratio promises. How to automate the exercise

The manual route — find the parcel, look up the local plan in Plandata.dk, read the use provision, find the binding plot ratio, multiply by the plot area and hold the result up against the amenity-space and parking requirements — is manageable on a single plot, but time-consuming when you are screening several options or assessing a conversion from commercial to residential.
