A project can look simple on paper — a couple of storeys, a familiar use, uncomplicated load-bearing elements — and still end up in a high fire class because the fire conditions, specifically, push it upward. This is one of the most overlooked mechanisms in early project development: the structural class and the fire class are assigned separately, and it is often the fire side that decides whether you are left with a project you can document yourself, or a project that requires a certified consultant from day one.

The consequence hits both the timeline and the fee budget. A wrong assumption about the fire class early in the process means not just an extra consultant — it changes the documentation requirements, the approval route through the municipality, and therefore the entire rhythm of the case. Understanding the fire class in BR18 already at the sketch stage is, for that reason, not a final formality but a planning decision just as decisive as area allocation and economics.

What a fire class is — and why it exists

The Building Regulations (BR18) build their fire chapter around the principle that the greater the consequence a fire can have, the more robust both the solution and the documentation must be. The fire class is the tool that translates that thinking into practice: it indicates how complex the fire protection is, and how stringently it must be documented and checked.

The point is that the fire class is not about how “dangerous” a building feels, but about a combination of factors — how many people occupy the building, how well they know the escape routes, whether they sleep, how tall the building is, and which fire protection methods are used. Two buildings with the same gross floor area can therefore end up in entirely different fire classes solely because of their use.

The fire class is assigned in parallel with the structural class, but according to its own logic. It is a point professionals often have to remind clients of: a project can sit low on the structural side and high on the fire side, or vice versa. The two classes only come together when you add up the combined consultancy and inspection effort. BK1 to BK4: the four fire classes

BR18 operates with four fire classes, BK1 to BK4, where BK1 is the simplest and BK4 the most demanding. The difference lies partly in how complex the building is in fire terms, and partly in which method is used to demonstrate fire safety.

BK1 — the simple build on known solutions

BK1 covers the smallest and most transparent buildings, where fire safety can be demonstrated using the simplified, pre-accepted solutions. These are typically low buildings with limited occupant load and a use where escape routes are short and easy to follow — for example, smaller single-family houses and the like. Here the documentation requirement is lightest, and in the simplest cases the build can be handled without a certified fire safety consultant.

BK2 and BK3 — the broad middle

BK2 and BK3 are where the bulk of the ordinary construction and development market sits: apartment buildings, offices, smaller commercial premises and mixed uses at moderate heights. What typically moves a project from BK2 to BK3 is a combination of increased height, greater occupant load, more complex geometry, or uses where people sleep or have difficulty bringing themselves to safety.

Within this range the method of demonstration also changes character. Where BK1 and the simplest cases can be handled with pre-accepted solutions, the more complex cases in the broad middle require genuine fire engineering documentation — and that is where the certified fire safety consultant comes in.

BK4 — the complex and the performance-based

BK4 is reserved for the most complex buildings: tall buildings, large assembly halls, hospitals and other high-consequence uses, or projects where you depart from the pre-accepted solutions and instead document fire safety on a performance basis with calculations and simulations. Here the requirements for both consultancy and inspection are greatest, and a third-party review of the fire safety is part of the process.

Rule of thumb: the more people, the more they sleep, and the taller the building, the higher the fire class — and if you leave the pre-accepted solutions in favour of calculation, that in isolation points towards BK4.

What determines the classification

The placement in a fire class does not depend on a single parameter, but on an interplay. The most important markers you should clarify early:

  • Use category. BR18 divides uses according to how well people know the building, whether they are awake, and whether they can bring themselves to safety. A daycare centre, a hotel and a warehouse are treated very differently.
  • Occupant load. The number of people in the individual rooms and fire compartments carries significant weight — a large assembly hall pulls hard upward.
  • Building height. The height to the top floor is a classic threshold-setter, because rescue and evacuation become markedly more difficult with height.
  • Method of demonstration. Are you using the pre-accepted solutions, or documenting on a performance basis with calculations? The choice of method is itself class-driving.
  • Complexity and departures. Atriums, special geometries, mixed uses within the same building, and departures from standard solutions all push upward.

Because several of these parameters are fixed very early — use and height are effectively decided in the first sketches — this is where a disciplined approach pays off. The same pattern applies on the structural side, where structural classes 1 to 4 are assigned according to a related but independent logic. The specific threshold values and category definitions should always be verified in the current edition of the Building Regulations, as they may be adjusted over time.

When a certified fire safety consultant is required

The central question for the timeline and the budget is when a certified fire safety consultant becomes a legal requirement. The principle in BR18 is that the simplest buildings in the lowest fire class can be documented without certified assistance, while buildings from the broad middle and upward require a certified fire safety consultant to be responsible for the fire engineering documentation. In the highest class, this is tightened further with independent third-party review of the fire safety.

For the project economics, this means that the line between being able to document it yourself and having to hire a certified consultant is often what actually decides the fee budget on the consultancy side — not the size of the build itself. That is also why an early, honest assessment of the fire class is so valuable: if you only discover during the authority’s processing that the project sits one class higher than assumed, you have not only an unexpected cost, but also a schedule slip, because the documentation has to be redone and checked against a stricter standard.

The connection between the fire side and the structural side is important here. The two certification schemes — for structural engineering and for fire safety respectively — are triggered separately, and a building can easily require one without the other. The rules on certification and the associated inspection levels are an area where the details have been adjusted along the way since BR18 came into force.
